Dave, I would suggest utilizing the commons-digester.  It's quick and easy.

format for the XML configuration file and let's have a *first* rough
implementation of the RPC interface that reads that.
    

That's exactly what happend to the system.xml file: first define the file
format and then (maybe) later read it.  I do not like this approach but it's

Cool, are we really ready to tackle this now? I'm absolutely +1 to this,
I think that security, and basic authentication, is a major issue as of
now. I'm starting to wonder about a 1.1 release maybe postponed but with
metadata and basic AAA in... I'd love that! :-)

But feel free to implement the xml-rpc configuration file (I don't use
XML-RPC so I don't care).  We will see once the security is implemented if
the format has changed.  It will be a good experiment for everyone.
