You can try with mysql, it is a relational database supporting foreign key and more or less all basic functionalities of a RDBMS.

I'm in yet another unfortunate situation where I have to use a relational
database. Can anyone point me to some tools that will map xml (load and
save) with current relational structures? The problem I'm having is that it
must work for oracle, sybase, and sql server, so proprietary tools are out.
