This has been a common problem that I wish (hope) we can change with the ASF
somehow.  I seem to remember that you need to be "approved" in some regard,
but by becoming a committer to a certain project, it seems redundant to me
since one hase been voted in (not to mention that current committers don't
have a clue that you've changed the current CVS and may or maynot update
based on that).  But, Brian (thankfully) usually can take care of this.  How
do others feel about this process?
