for a "standalone server", does the default jetty work?  all that you need
to do to start it is run "xml-xindice/xindice"

I haven't looked at saxon but if it is the solution for supporting XPath 
and XQuery, so be it!

The idea is to start a fake server for the tests, test the xml-rpc xmldb 
api and simply hope that the war works.
