I have the exact same problem on RH 7.2.  I can
compile from CVS okay, but I get the create socket
errors.  Same deal with the port; I have verified that
it is not in use by another process.

I won't say that I gave up on trying to resolve the
issue, but for the time being I set up another box
running Slackware 8.0 - I have had zero problems
compiling and running the server on that setup.
