If you're embedding the server and don't ever need to access it remotely you can just remove APIService from system.xml and that will remove all CORBA access to the system which will stop the client tools. Of course it will also remove all XML:DB API access too since the API uses CORBA under the covers. So if your using the XML:DB API then you can't turn off CORBA.

Beyond that there isn't really any way to turn the command line tools off.
You could of course just remove the tools, but that won't stop someone from installing their own copy.
