I am new to Xindice and found the same problem when using the command-line tools from windows.

The following query:
xindiceadmin xpath -c /db/lucent -q /INVOICE/[BILL_INVOICE.bill_ref_no="2"]
should work if changed to have the xpath query in double quotes and the literal '2' in single quotes:
xindiceadmin xpath -c /db/lucent -q "/INVOICE/[BILL_INVOICE.bill_ref_no='2']"
