I have had problems in the past getting the .bat files to work
properly on 98. I usually just create one batch file to setup
the environment and run it that way. I don't think you have to
build it yourself, just have the environment set up correctly.
Have you added any jars to your java installation? If you have
a pristine java installation and set up your environment, Xindice should
run. I haven't tried it lately... I have been
running on Mac OSX, Linux, NT and Win2K.
