I'm pretty sure this is an encoding problem with the way strings are handled in 1.0 where the encoding was changed from ISO-8859 to UTF-8. The current XML-RPC plugin currently sends messages with the default ISO-8859. We are currently working on a new API for the server that will change all of this pretty soon. In the meantime, I think in the XML-RPC configuration for PHP you can specify the encoding.
