The fact that you use the dos prompt indicates that you work
on a windows machine ;-)
On a windows machine, you'll have to enclose your query in double quotes:

xindice xpath -c /db/bugdb -q "//*[contains(name(),'a')]"

(in a unix environment, you may exchange single and double quotes)
