You probably need to rename the war file as Xindice.war. Check the archive of this list.

However when I try to use the xindice command line tool I get an error when trying to list the /db collection. xindice ld -u http://localhost:8080/xindice-1.1b -c /db gives "A connection to the Database instance 'db' could not be created.
