  have you tried simply with <Uri>xmldb:xindice://test:8080</Uri> ?

But it's strange that is looking for the bootstrap.ior file.
If you are using Xindice 1.1 (from Apache CVS), you should also updated
the Xindice jar files in XMLdbGUI (under <xmldbgui_home>/lib/xindice).

There some documentation on how to do that
(docs/HowTo_Use_Xindice1_1.html).
If you don't have such file you can download the newer XMLdbGUI version
from http://titanium.dstc.edu.au/xml/xmldbgui/
