This is because the "protocol" to access Xindice is not "http:", it is "xmldb:xindice:", but your browser will not be able to process this, so you may be wanting to develop some web application that internally uses the XML:DB API. CVS version 1.1b has a very simple servlet that does this, look for it as "Ugly Debug Tool".
