Q: How to add a collection?

I've the .war deployed in Tomcat and was able to fetch the "THIS IS AN 
UGLY DEBUG TOOL!" web page and explore further.  Now I want to add a 
collection.  Can I somehow do this with only the .war installation, or 
do I also need the .jar installation?
