Building for RHEL9 or other platform with not-quite-latest libsoup and
webkit2gtk (that is, 2.4 and 4.0, respectively) has become easy.

We can't expect Sword, BibleSync, and Xiphos packages to be available
through regular release channels on platforms like RHEL9, so building on
