well, using 4 CPUs for a dedicated mailserver should be enough (*lol*)
but maybe there's a mail loop or something? did you 'tail -f' your message-logs to see, what is actually keeping XMail so busy? how many mails per hour are delivered/relayed on your system? we e.g. relayed 5.000 eMails only yesterday, 16.000 times users checked their emails (pop3), we only have 1 CPU and system load never actually is higher then 0.00 And this allthough every incoming mail is first scanned by AntiVir and then by Trendmicro.
