If you are somewhat familiar with PERL, you could achive this with a filter using the MIME-tools package quite easily within ~10 lines of code. Check out the xm2nnp gateway script, it attaches a Message-ID header if missing, feel free to grab the related code from there and knock up a filter based on it.
