How about a new feature - something like filters (user.domain.tab, 
domain.tab, .tab) that could affect SMTP session...?

Besides my problem to let admin make some domain or even user very private 
(per-domain or per-user equivalent of smtp.ipmap.tab), it would also enable 
effective per-domain spam filters etc...
