Telnet out to hotmail's smtp server instead. It's possible that your ISP is firewalling port 25 from outbound connections to make sure that everyone uses their smtp gateway. A reason for that would be to prevent spamming from their network. If this test fails you'll have to set up xmail to use their smtp gateway.
