Yep. Absolutely correct.

An MTA usually accept mails only destined to the local domains, or it =
can accept mails to any domain IF the user has authenticated in smtp OR =
if he has checked mail through pop3 (and  authenticated through it) OR =
if the user is within specified ip subnets (normally the internal =
LAN+RAS+VPN+etc).

In the old internet days until 1995 all mail servers usually accepted =
mail to and from everyone. Then spam was "invented" and the rules were =
changed.
