With 'phpxmail' you can do both. Log in as postmaster of some domain and you can create/modify users, pop3links, lists, aliases ... you name it. Log in as user and you are bound to your stats. I use v0.33 which has some bugs in sections I don't need (should look for a fix anyway) and it works fine for domain administration tasks.
