You can check your IP address against the major DNSBL lists at http://relays.osirusoft.com/cgi-bin/rbcheck.cgi?addr=200.100.200.100 replacing 200.100.200.100 with your actual IP address. As far as getting your ISP to assign you an address which isn't listed - well, if you have a contract with them which specifies that you are allowed to run servers, they should be able to assist you.
