Mine work fine. I have a SA filter and a keyword filter (.exe).

Windows 2003.NET Server.
Xmail 1.16. I didn't have any problems with previous version of 1.16
either.

It's working just fine here. I have two separate filter EXEs - one
returns 
16 (to stop further processing but allow the message to continue), and
the 
other returns 23 (to stop further processing and indicate the message
was 
modified).
