Advertizing happens over DNS and operation of the secondary MX is a different animal typically by a different organization. There always is the possibility of a short-term misconfiguration or even of lame DNS delegations advertizing wrong MX'es (Academic computing environments in Europe are notorious for that). The proposed change in algorithm simply would make things more robust (at the cost of not educating people to have a sane DNS configuration :-(.
