This is a Windows default, not an XMail default. If program code is running other than interactively (ie. running as other than the currently logged in interactive user, or running when there is no interactive user logged in), when a temp folder or temp file is requested, the folder portion of the path will *always* point to <windir>\Temp. The only way to change that is to create your own temp path in whatever folder you want to use. But you will then be responsible for ensuring uniqueness of the temp files created there.
There isn't anything that XMail can change to alter this behavior (that I know of - I admit I'm not the world's most knowledgeable Windows developer)...
