Try to run spamassassin as spamd using cygwin.
It will be +- 40% faster than cgi.

Another tip: 
Use -Qn 64 and put a limit in the number of scripts called once.
This will prevent XMail to start scripts like an avalanche (yes, a problem
inwindows yet...)
