As far as syncing goes we're using LDAP here. It's now authenticating for Samba, our Intranet, and ssh logins to the file server. For password changes we utilise a PHP page that changes the LDAP and XMail passwords at the same time to keep everything in sync.
Not sure about Webmin and others but I assume ftp (at least on GNU/Linux) can authenticate from LDAP. You could probably use Active Directory if you're on a Win. network.
