Okay, define cold. ;-) -12C (11F) is f'ing cold according to my friend in northern Germany. I still wear short sleeves and a spring jacket with that or a sweatshirt and shorts when shoveling snow, but I also do eat like a polar bear. ;-)
In Wisconsin, we consider cold just starting at about -5F to +5F. Football is best played below 20F, except it didn't help us this year. However, most of the games were played in weather above 40F.
