Should the mnet/xnat setting bellow will work to effectly exclude ONLY
64.71.152.41 but delay any others 64.71.152.41/24 ?

mnet 0.0.0.0,0.0.0.0,255.255.255.0 (default is to 'delay' on C class because
I 'personnaly' ;) assume 90% of internet ip space is from isps that don't
sub-net at all as 90% of they own addresse space is for customers net
access, not for hosting/mail servers/...)
mnet 64.71.152.41,255.255.255.255,255.255.255.255
xnet 64.71.152.41,255.255.255.255
