You should probably ask who wrote the PHP code ;) Does the PHP sender use sendmail to send an email, or it uses SMTP directly? IMO such delay is related to DNS queries, either to get the host name attached to the local XMail server IP, or to resolve CustMapsList queries. Try to disable RDNS checks inside the server.tab, and also empty CustMapsList, and see if it helps.
