The idea is definately to use the current libraries in the Apache XML Security package. When we move to Beta in about two weeks, I hope to have all the encryption source in its rightfull place (that is, in the /src/java/org/apache/xml/security/encryption directory in the CVS tree), and to use current libraries as well. I just thought it best to have a totally automoumous implementation for the alpha release as to not run into issues that might have delayed the release for longer than it already has been delayed.
So, not only the library environment but also the build, test and source environments must be unified for the beta release.
