No, it's not OK. If you are installing on Windows, you should use the win32 binary installer. It sounds like you instead downloaded the source code and tried to follow the instructions that apply to Unix platforms. It is possible to build from source, but as it says, you need to be able to build Python C extensions, which is a bit of an ordeal on Windows.
