Try lxml.etree:
>>> # untested

>>> tree = etree.parse("project.xml")
>>> print tree.xpath("//Task/Name/text()")
["do step 1", ...]
or if you don't like XPath:

>>> from lxml import etree
>>> tree = etree.parse("project.xml")
