You should not use xmlLoadExtDtdDefaultValue and
xmlSubstituteEntitiesDefault() as they affect the library globally. You should
use the new parser APIs xmlReadxxx and set
the option value to
XML_PARSE_DTDATTR | XML_PARSE_NOENT
