[xmlblaster] Client reconnect and fail safe behaviour

Hi,

the  client.failsafe requirement

http://www.xmlblaster.org/xmlBlaster/doc/requirements/client.failsafe.html

is now fully implemented and its state is set to CLOSED (Java and C++).
