Are you running oracle on the same machine ? Are you seeing any logs/errors on the oracle itself ?
Do you get the same error with java javaclients.HelloWorldPublish -contentSize 1700000 ? On our testsuite we test messages up to 2.1 MB and we don't have problems with it. Could you also check if that test is passing with your configuration ? That's the I_QueueTest.java.
