Yes, you can also change the sequence of the elements, number of
occurrences, etc. in the DTD, but if the element is declared as a mandatory
element in the DTD, the tag must be present, whether or not it contains data
is irrelevant.

Actually in a DTD one can specify an optional element (DATE?,TIME?,PLACE).
