Thanks. And you're right on the mark for stating that it goes beyond XML.
Again, one has to very carefully architect for fault tolerance, redundancy
and account for the impact to the business if there is any one single point
of failure.

I believe that you have pointed out an important issue
that isn't being addressed. When rely on someone else to provide
core business requirements externally, you put your business at
the mercy of a 3rd party. There are literally thousands of things
that can go wrong. If you are working in a time-critical mode
you have to have a contingency plan.
As a business I would always maintain DTD's and Schemas
internally, if at all possible. Sometimes it isn't possible because
of the working environment. However, when that fails you need a
roll-over plan. Even when the networks are working well, the
DTD's or schemas can get replaced without your knowledge and cause
production to stop because the information being validated is no
longer valid according to the DTD that it is pointing to. You are
relying on the other party to maintain integrity.
Unfortunately, this problem is more than XML. It involves
the entire distributed network environment.
