This is very gratifying to see someone make a sensible statement.

The W3C "line" is that all you have to do is create a bunch of Schemas
and XSLT and all will be sunshine and light.

Clearly people have spent $$$ on such "B2B" implementations and
realized this comes up way short.

The real story that I see is in line with the GAO report.  We need to
complete the ebXML work and provide real interoperable 
foundations and clear implementation best practices before
wholesale adoption is recommended.

There are outbreaks of good working going on of course.  All is
not gloom and doom!

The NIST/OAG testbed is vital work that is starting and the 
meetings this coming week at NIST will be providing the
impetus behind that (see http://openapplications.org)

And we are seeing industry groups such as OAG/STAR 
preparing to implement ebXML solutions.

My sense is that six months from now we will be better
able to address the maturity issues and close off 
the gaps that remain today in providing a complete
solution that is capable of being deployed government wide.

I'd urge people to get involved in completing the ebXML work
that is ongoing - and I look forward to meeting folks who can
attend the Netware conference in May in Baltimore.

  WASHINGTON -- XML, the data exchange standard that's being deployed by
federal agencies to improve interoperability, isn't a mature standard. And
without centralized leadership, XML implementations by various agencies
could actually hurt the interoperability of government systems, the U.S.
