When a long time ago, I worked for the prepress world, QuarkXpress used to create blatantly invalid TIFF files. Now, I'm not saying that this in the case of the FDA. Please point us to a standard saying that "ASCII" may be used anywhere "US-ASCII" is allowed and we'll support this encoding name in a future version of XMLmind XML Editor. If you do this quickly, we could even add it in V3.2, which unfortunately has been delayed for a few days.
