When a long time ago, I worked for the prepress world, QuarkXpress used
to create blatantly invalid TIFF files.

Now, I'm not saying that this in the case of the FDA. See below.

Please point us to a standard saying that "ASCII" may be used anywhere
"US-ASCII" is allowed and we'll support this encoding name in a future
version of XMLmind XML Editor.

If you do this quickly, we could even add it in V3.2, which
unfortunately has been delayed for a few days.
