Probably yes. What follows are possible scenarios:

[1] You are using XXE v3.2 and XXE only lists the add-ons compatible
with v3.2. Currently, the download site contains plug-ins compatible
with v3.3[*].

[2] You have installed v3.3, but your user preferences still point to an
obsolete list.xxe_addon file. Please use Options|Options, Install
Add-ons section and click on the Reset button to restore
http://www.xmlmind.net/xmleditor/_download/list.xxe_addon

[3] Using v3.2, you have installed the XSL-FO plug-ins in
XXE_user_pref_dir/addon/ instead of recommended XXE_install_dir/addon/.
In such case, upgrading to v3.3 has not removed installed add-ons. In a
nutshell, you cannot install the XSL-FO plug-ins in v3.3 because you
already have v3.2 versions installed somewhere else.

If neither of these scenarios applies to you, then you may have found a
bug. In such case, sending us info about your work environment plus what
is output by running command line "XXE_install_dir/bin/convertdoc -l"
would help us fix the problem.

In principle, you never need to do this.
http://www.xmlmind.com/xmleditor/addons.shtml has been created for
persons having problems downloading add-ons using XXE due to the complex
settings of their corporate proxy.
