I cannot reproduce the problem. See attached screenshot.

In order to insert a <bibliodiv>, here's what I did:
[1] I inserted a <bibliography> after the first <chapter>.
[2] The newly inserted <bibliography> contains by default a
<bibliomixed> but I want a <bibliodiv> instead.
[3] Therefore, I selected the <bibliomixed> and used command Replace
(Ctrl-R) to replace it with a <bibliodiv>. (``Wrapping'' the selected
<bibliomixed> in a <bibliodiv> using Ctrl-Shift-T works fine too.)

If you want to automate this, please define a <bibliography> *element*
*template* in a customization of DocBook of your own. See
http://www.xmlmind.com/xmleditor/_distrib/doc/configure/elementTemplate.html
