I would suggest you to use only one encoding, using multiple ones will
bring you in troubles, it is only matter of time when this happen. You
can configure CVS to post-process file on each commit. During this
processing you can normalize file to UTF-8 (or whichever other
encoding), so diff will be operating on documents in the same encoding
over time.
