btw I got this figured out. i had to be at the very end of a section
(bit still inside it) to create a subsection.

I'm having a bear of a time trying to insert a subsection
(2.2.1) into a subsection (2.2).
It keeps trying to insert a section of the same level after the
current section (2.3). I want to insert a sub-section at the location
of my cursor. Is there a proper way to do this? I have never seen the
"sect2, sect3, etc" enabled in the section pulldown.
