You need to select several sections at the same time. Here's a procedure
to do exactly what you want:

[1] Select "Section 1", for example by clicking on it on the node path bar.

[2] *Add* "Section 2" to the selection by using Select|"Extend Selection
to Following Sibling" (shortcut: Esc LeftArrow).

[3] Use DocBook|Increase Section Level.

Repeat with "Section 3" and "Section 4".
