* Changing the target of a PI is a *repeatable* command. That is, change
the target of a PI once, and then use Ctrl-A to do the same to other
PIs. See also Shift-Ctrl-A (Command History).

* AND/OR write or record a macro-command which inserts the PI *and*
changes its target to a given value.

xref example:

Ctrl-E,
<type "li" then SPACE for autocompletion>,
Enter,
<type the value of the "linkend" attribute>,
Enter,

is the best we can do for you. (Please take the time to try this exact
sequence.)
