Unfortunately, the answer is no.

To make it simple, the software which does the job of converting XML to
PDF is called a XSL-FO processor.

Apache FOP is one such XSL-FO processor. There are other XSL-FO
processors which can be used to convert XML to PDF, notably RenderX XEP
(http://www.renderx.com/) and  Antenna House XSL Formatter
(http://www.antennahouse.com/).

Unlike free Standard Edition, XMLmind XML Editor Professional Edition
fully supports XSL-FO processors through the use of *plug-ins*.

But this just means that you can convert DocBook to PDF directly from
within XXE, without having to start an external tool. That is, just more
comfort for the user.

We have written a plug-in for Apache FOP (which you have found to have
problems with keeps and breaks).

We have written a plug-in for RenderX XEP (a very good tool[*]).

Unlike with FOP, using the RenderX XEP plug-in requires you to purchase
RenderX XEP (~USD300). This is what we have done, here at XMLmind, for
our own internal use.

Note that free Standard Edition supports a single XSL-FO processor which
is (no cost) RenderX XEP *Personal Edition*. I recommend to try it in
XXE after having downloaded and installed
