[XXE] Collapsed Block

Hi list,

I am running into problems trying to teach XXE to display a certain block 
element as collapsed per default.
There seems to be no problem, when I am doing this manually, but every time I 
open the document  this element is shown in its expanded form. 

Here are my CSS definitons:

Do you see any reasons for this behavior?
