We are going to organize this in the next few weeks.

The basic idea is the one you suggest: put localization packages on a
Web site and allow any XXE user to *very easily* download and install
such packages.

We would like this ``plug-in manager'' to work for:
* Localizations
* Dictionaries
* Format, FO processor, Image Toolkit, etc, plug-ins
* Configurations (e.g. Bill Fenner's xml2rfc configuration --
http://rtg.ietf.org/~fenner/ietf/xml2rfc-xxe/)

We would like this ``plug-in manager'' to be open, that is, to work for
add-ons located on the XMLmind web site, but also for add-ons located on
third-party web sites.
