Rather than focus on enhancing the current tree view and as long as we're dreaming, I'd submit the request as follows: Provide a "toc view" like XMetaL's "Structure View" or MS Word's "Document Map". For its view, XMetaL provides a sample macro (that is unfortunately a little hackish) to show how to switch between one of several css stylesheets used to style this view. So you could have one that is a simple toc with collapsable items, one where the toc includes procedures and figure, one that is procedures only, one that is figures only, one that is identical to the main view, whatever other view of the document would help you. You should be able to scroll this view independently of the main view and edit in either (like a second buffer in emacs). Double clicking on an item in the toc view would synch up the two views. I think this provides substantial usablity benefits to someone working on a long doc. I understand if it's not a high priority, but I figure as long as we're adding things to the list, we should be clear about what would really be helpful.
